Hi, I have a user running a handheld barcode reader with Windows CE 5.0. Every couple months this user comes to me & can't find the pre-loaded vendor software. Turns out it is nowhere to be found.

So my question is, is there any logging software built-in or 3rd party out there to monitor installs/removals? Also is there a way I can hide or lock out the control panel all together?

I am a Pocket PC user, not WinCE per se, so not familiar with the exact nature of your user's device environment. Still, you might be able to find a 'kiosk' software to enable locking out certain elements of the OS such as Settings. SPB Software House makes a program called Kiosk. Kind of pricey, but it seems likely to work. There was a less expensive license for similar seeming software from Pocket Minds, can't remember the name of the app, but I did test it briefly years ago. Enough to see that it did things I resented, such as deleting all my Start Menu shortcuts permanently, but of course I was able to restore using a third party backup. That program enabled locking PIM data on an individual, checkmark basis or wholesale, individual elements from Settings or the whole works, parts of the file system, etc.

As for logging, you could just look into the Windows folder for any .unload files if installs work similarly to PPC versions. Most installed software generates a small text file alongside whatever other files, with a .unload extension, and this text file contains data regarding files and registry data related to the installation. Installed programs are also logged in the registry in a few places, the locations being quite obvious.

Of course if the user is somehow accidentally initiating a hard reset, then there will be no record of any installed software nor any other user data left, just the native OS.
